I don't know. The article says that she was transferred to Kumamoto with her male littermate. But the male's whereabouts isn't mentioned.
I checked a recent ISB and found 1.1 got transferred to Fukuoka Zoo in 2016. I think they were born in Zoorasia in 2004. Perhaps returned sometime later to Kumamoto (after renovations???)? BTW: Zoorasia in Yokohama is local studbook keeper! Perhaps you can check earlier news from Kumamoto!
I looked for Joule/Jule/Juul clouded leopard (by using katakana) on google. The only news I saw were of Ina's death, the arrival of the twins to Kumamoto before the earthquake, the transfer to Fukuoka after the earthquake, and the return from Fukuoka after Kumaoto zoo got restored. Is the ISB in question accessible?

The plan is themed biogeographical zones aka the Ikimono Museum. The Masterplan should be well on its way in 2029 … The zoo hopes to raise visitor numbers from 740,000 to 850,000. One project to be created soon is a new bushland savannah for lion, giraffe and zebra. Other themes are South American coastline and Amazon rainforests. There will be an animal contact zone and a water (???, did I get this correctly?) themed park.
Not news but if you're visiting Kumamoto Zoo, Nicobar pigeon and wood duck can only be viewed here in Japan. Quite shocking as these are relatively common species in other zoos across the world.
