The house was being built along the perimeter fence near some houses and the locals objected i believe,but it could have been the council just getting their own back for them building the new Tiger house before they had approved the buildling of it!!!!!!!!!

That doesn't surprise me. The night quarters for their White Rhino are
very basic and scruffy. The existing night area for the elephants are just dark boxes with a tiny yard- though they are building a new modern house at the moment. So looking at that I can imagine EEP not okaying Indian Rhinos there.
