This one doesn't look as bad as it is a smaller cat and there seems to be quite a bit of vertical space

I agree with you. It is still far too small, but not as terrible as the 2 leopard and 1 jaguar cages.

I think the zoo should worry in housing small cats instead.

This is not the small of an enclosure for a small cat. Even outdoor exhibits for these cats are often smaller than this enclosure.
