Hard to tell, but might be London? The rectangular viewing windows in the background with the tree above does it for me, and it looks like the curves of the concrete slides are just visible at the bottom. Hard to tell though!
Black footed penguin is correct for most individuals on the picture, but I also see a magellanic penguin and a bird that looks like a chinstrap penguin to me.
I also think that there is a chinstrap as well. London is listed as a former holder of the species on zootierliste so it could be London
I THINK that this is London, looking from the Lubetkin pool towards the old Waders' Aviary, with the Deer and Cattle Sheds behind. Both of these latter structures were demolished to make way for the Lion Terraces, themselves in the process of demolition. Tim May would be more certain.
