The wires are there to keep out herons and gulls that steel fish from the penguins.

      Thanks for all of your recent photos of Antwerp Zoo! Do you happen to recall how old that penguin holding building is?

      The building dates from 1878. I think it houses pinguins since the restoration in 2014.

      @Philipine eagle Yes. Before the renovation the building had aviary blocks on both sides and a wader aviary where the part of the penguin pool and beach seen here are now. The waders kept were mostly the same species housed in the current wader bird aviary along one side of this building, next to the penguins.
