      What is this facility?

It is a facility for holding confiscated CITES species that were confiscated by customs at the airports/land borders in Poland and also confiscated/rescued exotic pets from private owners. According to the website this is mostly birds and reptiles, particularly large snakes (pythons and boas) and lizards (monitors and iguanas), and tortoises and turtles.

The construction and maintenance of this was/is largely funded by the European Union Regional Development Fund for Infrastructure and the Environment. This facility has its own website which is here: Cites though it is in Polish so will have to be google translated for non Polish speakers. There are also signs about this at the zoo along the path that runs near to the building. Visitors can't actually visit the centre though, and this picture was taken from the closest view that the public can get.
