What is this monstrosity? I can see that the bare houses are attached to yards, so the animals have outdoor space. But still, what is this? The outdoor yards seem relatively small and barren as well. Why does a place like this even exist?

My guess is this place has barely changed since it opened in the early 1970's and the Predator Row is very poor. The small shelters at the back are open to the elements (via chain-link) on one side and so if there is a heavy rainfall or snow then the animals are not 100% under cover. Also, none of the outdoor yards are truly large enough for animals like lynx, cougars, bobcats, raccoons and foxes. On top of those 5 species there is likely 6-7 wolf exhibits. This place has 6 enclosures with grizzly bears and some of those bear exhibits have only a small electrified fence that scarcely looks adequate.

Washington state must have a very lenient USDA inspector for this place to be allowed to operate under these conditions.
