      They are banded pipefish, Dunckerocampus dactyliophorus. It's a little to tell the scale of the photo, but if the anemones on the sheet are the small Apitasia species and the streaks are brine shrimp nauplii or some other small food items, then these will be youngsters, as the adults grow to 15 cm plus.

      The sign said it is youngster but I don't know what species because the sign is japanese:D
