      The shape of the shell suggests poor nutrition. If the zoo rescued this animal from a private owner that is understandable. If the zoo raised it themselves this is inexcusable.

      Chapultepec zoo recieves many confiscated animals from mexican authorities. Sulcata tortoises are not bred here.

      I was thinking the same as Arizona Docent. Most of the other animals seemed to be in good condition from the pictures except this one.
