      I really despair. How could anyone, in 2018, be both in charge of constructing a new orangutan exhibit and capable of building this?

      Well, this is Central Hong Kong. There really isn't many space to make a good orangutan exhibit

      @aardvark250 I think you could build a far better exhibit on the foot print of this one, by using netting and glass, a less obtrusive support structure, more height and so on.

      It's hard for me to know if the reason the primate half of the zoo looks so old-fashioned is due to financial issues or a lack of vision; I have always assumed the latter, but perhaps you know better. I think though, that there is more space on the site that could be used.

      Well, I don't think the government is lacking in money. But let's just say there are a lot of other things the government need to care about than this.

      @aardvark250 I mean the specific body who manage the zoo, rather than the government as a whole.

      Regardless, whilst your argument is tempting I think it's wrong. To start with, this photo was taken in 2018 before the protests. But more generally any municipal zoo will always have to compete for funding with housing crises, child poverty and social care. If we accept that this is a legitimate defence for government zoo having bad exhibits, particularly in a developed region, then I can only view this as an argument against the whole concept of state-operated zoos. If they can't manage a budget that includes both legitimately higher priority concerns and zoos they shouldn't.
