      Most likely Haliaeetus pelagicus

I thought about H. albicilla , but the distinct white tail isn't visible, the head shape doesn't match up. Now A female bald eagle is definitely a possibility, but further confirmation would be needed to clear that up. What species do you think it is?

@CheeseChameleon2007 We're dealing with an immature bird here, which makes things more difficult. It doesn't strike me as having a big enough head and bill to be Steller's, but the angle is a bit odd. Far as the white tail, adults of all three species have white tails, so that's not necessarily helpful. (As does most of the genus actually.)
Not sure what you're referring to on female Bald Eagle, given they are essentially monomorphic. (Females are a little bigger but that's it.) Unless you're referring to the bigger size meaning bigger head/bill?
I would be inclined to lean towards White-tailed Eagle, but I don't think I can cinch that currently.

"Unless you're referring to the bigger size meaning bigger head/bill?"
Yes, thats what I meant. :)
This is a difficult one, where did Melvin see this though? Was it in an exhibit, or wild? I'm a little confused.

@Great Argus It was actually the head and bill that caught my eye to be a steller's, particularly the shape. But as you said, a strange angle.

@CheeseChameleon2007 It's a captive bird, given multiple photos of raptors were uploaded for ID from Beauval. The zoo is well known for free-flight demonstrations. See here for instance - Gyps ID (Gyps fulvus or himalayensis) - ZooChat

The jesses visible in the photo indicate this as well. Additionally neither Steller's or Bald Eagle occur in the region wild, and White-tailed would be very unlikely.

@Great Argus Very true facts. Well, I don't know what it is, You don't know what it is, and I need to take a shower so when a new lead comes, I'll be ready.

It was delightful, thank you. I'm going to go read about fat innkeeper worms (new deep-sea taxonomy book from the library :D).
