      Looks more like a Ussuri brown bear (Ursus arctos lasiotus) which is either moulting, or has a mild case of alopecia.

      Anyway, it is closer to the Tibetan Brown Bear (Ursus arctos pruinosus) Chengdu Zoo than to Ussuri Brown Bear (Ursus arctos lasiotus) - http://shaggygod.proboards.com/thread/478/ussuri-brown-bear?page=3#page=1

      At first glance I read TLD's comment as 'a mild case of Alpaca'. Which works.
