I was stunned to see it myself and the guide called it "everybody's favourite pirate". The statue is prominently located on the viewing deck on the way towards the sea lion/seal pool.
There were various famous women pirates, but they did not dress like this,of course. Also many pirate ships carried boys who left their families. Since many pirates dealed with the slave traders, african american peoples of the caribbean hated them. Bob Marley sings in Redemption Song, "Old pirates yes they rob I, sold to the merchant ships, minutes after they took I, from the bottomless pit". History has little to do with these exhibits,of course.
