this photo is labelled all over the internet as "tea party chimps". There are some which do it properly though. There's even a video of one of the tea parties (link below). The chimpanzee tea parties at the zoo in late 1940's they dressed them up in suites and ties and hats or lace frocks and bonnets. There is no other information on this anywhere. You might try asking Taronga Zoo. They may be able to help you.
Always amuses me that zoos that would be horrified by the idea of an apes' tea party give their animals amusing birthday 'cakes' and Hallowe'en treats and piƱatas so they can trash them to make a nice video for social media hits like it's not exactly the same principle. Though at least we've got beyond the dressing them up in clothes bit!
