Tha animals are on public display since a few months ago, in a nocturnal section inside the Magic Mountain (Great Rock).

Were they given a new enclosure of did they replace another species?
The only nocturnal section in the MM I recall was those with bats, jerboas and insects.

So the new Biodome will be built next to the current elephant exhibit (where it says circus on the zoomap) ?

Is the reference to 2019 a completion date or a start date?

This is an article I found in English. It is incredibly low on detail and numbers but it should whet the appetite for more. This would appear to be an incredibly significant development that might be the highlight of the zoo year when it opens.

Based on the fanciful images contained on that link, there can certainly be some comparisons to Leipzig's Gondwanaland. Whatever the finished product looks like, a huge new rainforest jungle environment can only be great news for European zoo enthusiasts. :)

Press tour at the construction site of the Pannon Park Biodome | Paulinyi, Reith and Partners

There are a few pictures in the link above that show the progress being made on the future Biodome, which, despite being substantially unfinished, is already winning awards:

A new shark exhibit is also referenced, more details on that here:
The Shark School is now open | Zoo in the heart of Budapest
It seems to be a nursery facility for animals that will eventually be going into the Biodome.

If they still want to have elephants, chimps and sea lions all in one hall, I can see various issues with zoohygiene and exhibit's microclimate. In Plzen they wanted to have Elephants and Orangutans in one hall and apparently, it's quite hard to manage it.

Other issue might be huge upkeep costs, but FWIH Budapest's director is friend with Viktor Orban, so they are probably financially safe.
