My personal gallery which was used to illustrate a walkthrough account of Alpenzoo Innsbruck gets pretty close to the mark - every major exhibit is photographed, with the only omissions being that it does not show every single tank/vivarium in the two aquarium buildings, or every single livestock paddock in the domestic area: Alpenzoo Innsbruck - April 2015 | ZooChat Similarly, more or less every single exhibit at Zoo Magdeburg at the time of my 2014 visit is illustrated in the corresponding walkthrough account - although in this case the images are attached to the posts rather than in the gallery itself, and subsequent redevelopments at the collection mean that significant areas of the current zoo are absent. However, I do intend to upload the images attached to these posts into the gallery itself eventually.

I've uploaded complete sets of a few small Danish collections that no-one else on here seems to have visited (or cared to post photos of). There are another few zoos where I have photos of every exhibit, but haven't uploaded all of them because I didn't want to waste server space with dark, blurry photos. And then there's a place like Farm Fun that has a long row of identical parrot/pheasant aviaries where I found that a species list would be more useful than 10+ practically identical photos. I try to do this at most places I go to. Delaware Brandywine Zoo - ZooChat I did every exhibit, plus playgrounds and some of the path (it's a straight line with a small loop at the end). They are currently undergoing a lot of construction with a big master plan; the llama yard is already gone, with a Madagascar building replacing it. All photos older than mine are out of date (they no longer have tigers, otters, etc.) Maryland The Maryland Zoo in Baltimore - ZooChat I did probably 90% of exhibits, except for some reptiles in the cave and in the tree. When I went, the lions and elephants were closed, along with most of the giraffe area. Blospz has added photos of the new exhibits. National Aquarium in Baltimore - ZooChat is probably complete. I included photos of every single tank. Plumpton Park Zoo - ZooChat has everything, I think. Salisbury Zoo - ZooChat Nearly 100% of entire zoo. Has everything except inside the small building (hadn't opened yet). Includes statues, pathways, outside of all buildings, etc. in order, going counter clock-wise around the zoo. There's at least a representative photo for all of the exhibits, if not one of each individual tank.
