The Mobile Zoo in south Alabama is a traditional low-life roadside zoo owned by a local redneck.

Mobile zoos are trucks with animals in cages that the owner and some workers make demonstrations with at schools.

Mobile is a city in Alabama, so I assume Mobile Zoo in that reference is a permanent location that happens to be in the city of Mobile.

Mobile is also a verb meaning movable. So in the original post regarding Toronto, I assume it refers to "zoos" in trucks as drill noted.
