Mother of all Puzzles

I got to level 10.

I found out about the Elk Cloner, but I don't understand what the hint in the source means.

Find a website that translate the whole thing into English, and then use control f to find the “answer”

 

After almost a year I am still stuck on level 10

After returning to this, I have found out that the capitalised letters for the title of the page 'Computer Is Sick' spells CIS. Might mean something, I don't know. When i searched for Elk in computing terms, it is an acronym that stands for Elasticsearch, Logstash and Kibana. Can someone who's made it past this level give me a hint? Thanks in advance.

this link doesn't go anywhere anymore... think this part of puzzle still solveable? i have the number,,,can't find JEAN anywhere on any PA DEPT of Agriculture page.
