I haven't visited this zoo, but from its online species list, seems one of the better Indian zoos when it comes to diversity. Most importantly it is perhaps the only zoo I have heard of that keeps amphibians within India.

I cannot get access to a copy of the 1993 ISB for Asiatic lion.

However, I am pretty sure exports to Dehiwala as well as Malaysia and Singapore did take place and the national Indian studbooks do have large lapses in recording exports and transfers, even in its latest edition sadly.

Pangolins yes, in fact ratels and an orangutan eben, but no black togers as far as I can see. Care to give a source for that information?

There was a story from 2014 about a black tiger cub being born at the zoo. The story got very confused - at least one of the photos released was of a black leopard cub - and ultimately I think it was a hoax by the zoo.

See this thread: Black tiger born !
