      Are little kids allowed under the barrier in order to touch the glass? I cannot recall ever seeing a penguin exhibit were the public wasn't allowed to venture all the way to the very edge of the exhibit.

      I'm pretty sure there's glass below the bar that would prevent that, though it's not very clear in the photo.

      It looks to just be split upper level and lower level viewing

      Unfortunately the bar allows that kids and teenagers go under and touch the glass.

      But at the time of my visit there was a staff, calling EVERYBODY back from the glass.
