      Is there anywhere for the owls to burrow in this tiny exhibit?

      It's not a large enclosure but nor tiny. And no they can't burrow anywhere but they seem to be happy with the hollows created in the enclosure.

      appears not, seems like a small and inadequate exihbit

      burrowing owls are quite happy with ready-made retreats (e.g. in the wild, prairie dog burrows). The aviary doesn't seem tiny but not especially large either. I'd be more concerned about the door having no safety porch to stop escapes!!

      This is a nice little aviary, well protected from the weather. Fine for a small owl species.
