Very good news, as the rusty spotteds in European zoos are all of the Sri Lanka subspecies. However, the article is dead wrong in saying Frankfurt is the only zoo doing successful conservation breeding. Le Parc Des Felins and Rare Species Conservation Centre are also doing it, and perhaps Port Lympne as well.

Port Lympne are actually the most prolific breeders of the species in Europe last I heard!

Frankfurt have technically been breeding the species for a longer range of time - having achieved the first captive breeding in the world in 1976 - but failed to breed the species at all between 1988 and 2001. Conversely Port Lympne have bred the species once or twice a year since 1986, and much if not all of the current Frankfurt stock is descended from PL-born stock.

Hamerton and Berlin have also bred the species a few times in recent years.
