So the Gorilla exhibit currently at the PAC will be renovated, they will not build a new one elsewhere?

To my understanding the mandrills are going to be taking over the current gorilla exhibit when the new one is built. The last master plan I saw had the unused land next to PCA being cleared and a new exhibit being built there. But it also has been mentioned here that the rhino lot might be another option. I would think the netting is a fast renovation that will be part of future plans and also adding an added precaution for the zoo when were living in a world where no-one is responsible for their children or their own actions.

This is a modification not a true renovation. They are fixing it up a little and putting a mesh lid on it because it is no longer just two old men sitting around looking grumpy. The main primates will most likely be relocated to the rhino parking lot next decade. The zoo and the Metroparks board have discussed relocating everything on the hill to the main zoo in the future including a modular aquarium that could be added on to in sections.
