Gaps in Pet Laws

    Hello,
    I was looking at the pet laws for my home state of Massachusetts and neighboring state of New Hampshire and noticed some gaps in them. In Massachusetts, which has strict laws, american bison and ostrich are on the exemption list from the exotic pet ban, but turacos are not. Turacos are most certainly a safer, easier to keep pet than a bison, so why is it missing? In New Hampshire, any animals not listed as needing a permit or allowed is considered prohibited. In this case, lions and tigers are allowed with a permit, but turacos would be considered prohibited. I'm certain there are other gaps as well, but was wondering what one would do if they wanted a Turaco, or other animal not included as such, in one of these states, as anyone would agree a Turaco is a much more reasonable pet than a bison or tiger.

    Because generally politicians are not good at making exotic pet laws.
