Live captures are currently prohibited in Russia for a period of time, so that would be a very bold choice for Moscow if that were the case

That all depends on whether they ARE getting Shoebill - certainly I can't think of anywhere which a) currently keeps the species and b) is likely to send stock to a Russian collection. So it's either untrue, or liable to be wild-caught I suspect.
They've been trying to get hold of them for a while, I spoke to someone at the zoo back in 2016 who said they'd been looking but couldn't justify the expense (then around $80,000 a pair apparently) to bring them in. Nothing but wild sourcing was ever mentioned then, and it's hardly like the zoo population has boomed since then so WC would be almost certain.
