Yes it would, because the current Harbor Seal in Pacific Northwest, Spanky, is a Pacific Harbor Seal.

Pup 49's name is now Coral (Darn, I wanted Grace.) She can be viewed at the Marine Mammal Center through April 28th.
I don't know when she will be introduced to the other Harbor Seal (there's only 1 other) and Northern Fur Seals in Pacific Northwest, but that's probably where she'll go on exhibit.
I'm not sure what happened to those seals, but as of now, they have only 1.0 Pacific Harbor Seal, Spanky.
