    No! Of course he doesn't own a private zoo. Under the Zoo Licensing Act, a zoo is place where wild animals are kept and which is open to the public. Mr Dalton has a private collection, and so he must have an appropriate licence under the Dangerous Wild Animals Act for the species that he keeps.
    Obviously something went wrong when the clouded leopard escaped and the importance of that should not be minimised: but I am sure that he will already have taken steps to prevent anything like that happening again and that he will have notified the responsible local authority about them. I would expect that the authority will have already sent an inspector to investigate and I presume that they will soon issue a statement in response to this article (which seems well down to the Mail's usual standards of accuracy, objectivity and rationality).

    You are correct, I'm very familiar with the various licensing acts. A mistake on my part, I should have been clearer in what I was saying... I often refer to "private collections" as "private zoos"... thats just how I speak.

    In another article it states the authorities have been informed which is great! I'm just glad the Clouded leopard is safe and that nothing serious occured.

    I read that an unforeseen flood in an area where flooding is not prevalent caused the damage that lead to the escape, all has since been fixed up, prevention methods have been put in place for the future and authorities have been out to complete inspection already. So it seems all is now well.

    Of course the article repeatedly refers to the cat as a leopard, when in fact it is a clouded leopard (which is half or less the size of a leopard).

    I think it’s likely that the writer of the article and also the intended audience most probably wouldn’t really know what a clouded leopard is.

    The media is very good at that... especially with the great apes that they love to label "monkeys".

    (I know I'm stereotyping the media there, not all sources are bad)
