See if you can't beat them join them - I can see a good reason for allowing the breeding programs to continue if just to try and take pressure off the wild stocks and to lower the costs so that the captive stock is at least the most attractive to the market. By all means boost the quality of those captive breeding programs - make them no different to meat production for cattle. At least then you've got some pressure off wild stocks; however it looks like China is keen to not just use bred but also wild stock as well which is the disaster.
