Pessac/Bordeaux has introduced a water tank for Jaguar feeding talks.
Chester's Tigers have an underwater view point, but I haven't seen them in there myself

There is a pretty damn good underwater viewing window for the elephants at Zoo Leipzig; I recorded a few videos of the elephants bathing when I visited in 2014:

Australia Zoo has underwater viewing for tigers, and every platypus exhibit I know of has underwater viewing.

The more unique underwater viewing opportunities I've seen are for tigers at Hogle Zoo (and he was very active when I visited) and anaconda at Como Zoo. Henry Doorly Zoo had raccoons in a mixed enclosure with juvenile alligators that had underwater viewing, although I didn't see the raccoons swimming.

Shedd Aquarium also has it for anacondas.

I have seen underwater viewing for various turtle species (even tortoises!)

Shedd also has underwater viewing for Caiman Lizards.

Lincoln Park has underwater viewing for various diving ducks.

I've took this pic in my home Saragossa Fluvial Aquarium.
In fact, the monitor have a large underwater area but very little (and wet) emergent land to rest :-(
